The states are getting the money.  Interestingly enough.

Louisiana Receives Adoption Incentive Award for Fourth Consecutive Year

The Louisiana Department of Children and Family Services (DCFS) has received more than $1.4 million as part of an Adoption Incentive Award funded by the U.S. Department of Health and Human Services (HHS). This marks the fourth consecutive year DCFS has received an award.

And apparently Texas got the most money this year.
